Health Plan contacts for prior authorization for poststabilization care and consumer notices as required pursuant to AB 1203 (Salas-2008)

Health Plans that require prior authorization for poststabilization care are required to submit to the Department specific contact information for noncontracting hospitals to use to obtain timely authorization for poststabilization care. The Department is required to post the submitted information on its website. Below is a list of Health Plans which require prior authorization for poststabilization care, and their 24/7 contact information and telephone number(s). Health Plans are required to update their 24/7 contact information as needed, but, at a minimum, on an annual basis. Health Plans that require prior authorization for poststabilization care are also required to provide noncontracting hospitals with this specific 24/7 contact information.

The Department is also required to update the contact information on its website at least annually.

Mandatory Notice of Financial Responsibility for Poststabilization Care

Additionally, noncontracting hospitals are required to provide a mandated written notice to patients who refuse to consent to transfer to their Health Plan’s contracted hospital for poststabilization health care services. The notice warns patients that they will be financially responsible for any further care provided by the noncontracting hospital if they refuse to be transferred. The Department has translated the mandated patient notice into the threshold Medi-Cal languages and they are available for use by the hospitals by clicking on the appropriate links below for each specified language.
